D Morgan has now met the bronze standard for the Fleet Operator Recognition Scheme (FORS). This is a voluntary accreditation scheme encompassing all aspects of safety, fuel efficiency, vehicle emissions and improved operations.

FORS helps fleet operators to measure and monitor performance and demonstrate best practice. It is open to operators of vans, lorries, mini-buses, coaches and other vehicles, and to the organisations that award contracts to those operators. It provides a performance management system that demonstrates safety and efficiency improvements, a cycle safety toolkit, a fuel use tracker – monitoring consumption and CO² emissions.

Attaining FORS enables D Morgan to provide a “CLOCS” compliant service increasing safety for cyclists and other vulnerable road users.

The Construction Logistics on Cyclist Safety (CLOCS) is an initiative by the construction and logistics industry to reduce the risk of collision between heavy goods vehicles in the construction sector, and vulnerable road users such as cyclists and pedestrians. D Morgan is investing heavily in new CLOCs compliant vehicles and has invested in modifications to its existing fleet to meet the standard.

CLOCS aims to achieve a visionary change in the way the construction industry manages work related road risk and the CLOCS Standard is a key step to demonstrate the commitment of construction logistics industry organisations to improve road safety throughout the supply chain.

This is moving forward in three key ways:

  • Improving the safety of vehicles
  • Addressing the imbalance between on-site health and safety and work related road safety
  • Encouraging wider adoption of best practice across the construction and logistics industry

The CLOCS standards requires

  • that any vehicle routes to sites or premises specified by clients are adhered to unless directed otherwise
  • that fleet operators capture, investigate and analyse road traffic collision information that results in injury or damage to vehicles and property.
  • that prominent signage is fitted to all vehicles that visually warns other road users not to get too close to the vehicle
  • that fleet operators ensure the fitting of side-guards to all rigid mixer, tipper and waste type vehicles
  • that fleet operators ensure all vehicles have front, side and rear blind-spots completely eliminated or minimised as far as is practical through a combination of fully operational direct and indirect vision aids and driver audible alerts
  • that fleet operators ensure all vehicles are equipped with enhanced audible means to warn other road users of a vehicle’s left manoeuvre.
  • that fleet operators ensure that all drivers undergo approved progressive training and continued professional development specifically covering the safety of vulnerable road users
  • that fleet operators ensure that a system is in place to ensure all drivers hold a valid licence for the category of vehicle they are tasked to drive
  • that clients ensure that access to and egress from the site is appropriately managed, clearly marked, understood and clear of obstacles.
  • that vehicles are loaded and unloaded on-site as far as is practicable
  • that a suitable, risk assessed vehicle route to the site is specified and that the route is communicated to all contractors and drivers.
  • that clients consider options to plan and control vehicles and reduce peak hour deliveries.

D Morgan will continue to invest in its vehicle fleet and seeks to raise its level of accreditation with FORS from bronze to silver.
