Stafford Area Improvement Programme

Major Development Project:

This £250m Staffordshire Alliance project, to enhance capacity on the Stafford section of the West Coast Main Line, involved the following Alliance Partners: D Morgan, Atkins, Laing O'Rourke, Network Rail and Volker Rail. It also involved the delivery of three key projects: line speed improvements between Crewe and Norton Bridge; re-signalling Stafford Station and the surrounding area; the construction of 6 miles of new railway, including a new flyover, road/river/footpath diversions, 10 new bridges and one bridge enhancement, the diversion of two high pressure gas pipelines by National Grid and major environmental mitigation works. One of the specifications of this major project was that the Staffordshire Alliance had to facilitate the continued operation of the highways with the minimum disruption to existing traffic. 
As the Lead Earthworks Partner to the Staffordshire Alliance, D Morgan undertook the following:
  • bulk cut and fill excavation for 9.5kms of new high speed railway lines and rail head
  • creation of haul roads
  • road construction
  • road junction improvements
  • 4 river diversions
  • 24kms of trackside drainage works
  • Demolition
  • Establishment of the three site compounds
  • structures excavations
  • creating piling/working platforms  
  • Major diversions of services

Our Involvement as Alliance Partner:

This was Network Rail’s first pure construction Partnership Alliance set-up, where the new Employer/Contractor relationship moves away from the more traditional ‘hub-and-spoke’ style of contracting towards a completely integrated ‘one team’ structure based around one unified agreement. This naturally leads to a different team dynamic, with an environment that encourages innovation, uses best practice throughout and enables a completely joined-up solution. We provided a fully integrated, multidisciplinary delivery team and demonstrated our ability to work in accordance with the Staffordshire Alliance core values and behaviours. Drawing from all the Alliance members’ skills and experience, we contributed to providing an excellent working environment with the aim of reducing costs and improving quality through innovation and continuous improvement. Capitalising on our recognised project management abilities and judgment, we overcame the many challenges the project encountered. 
As a result, the Civil Engineering Contracts Association (CECA) awarded D Morgan the Collaborative Partner and Best Project over £5m for this contract as lead Earthworks Partner. We were also awarded a further package of works to construct a new compound for Network Rail at Stafford and to realign Searchlight Lane, the B5026 Road and Meece Road, including the Meece Roundabout with a phased tie-in of new roads into the existing Staffordshire County Council Highways.
